Project Description:

The LACMTC’s Measure M Expenditure Plan for the I-5 project is scheduled to start on 2036, potentially resulting in a 10-year implementation gap (delay). The study is assessing to what extent this gap can be reduced by using alternative project financing and delivery approaches, including issuance of early revenue anticipation bonds, design-build, or P3 (design-build-finance-operate-maintain or DBFOM). In particular, the study assessed the possibility of integrating I-5 improvements with the planned 105-acre Citadel Resort development project in City of Commerce to explore additional funding sources and the ability to jointly (and more effectively) mitigate potential traffic and other impacts from both undertakings. Potential use of an enhanced infrastructure financing district (EIFD) is also explored for the joint undertaking.
